Soak red chillies in hot water for ten minutes
Take 2 onions, ginger garlic paste, red chilli, coriander seeds, cardamon, cinnamon, cloves, star anise, mace, turmeric powder, poppy seeds, pepper and 2 tsp cumin in mixer.
Grind them to smooth paste.
Pressure cook the mutton adding salt, turmeric powder for 5-6 whistles.
Heat oil and add bay leaves.
Once it browns add remaining cumin seeds
Then add finely chopped onions and saute them till brown
Then add the cooked mutton pieces and saute for 5 minutes.
Now add the grounded masala paste and saute nicely for 5-10 minutes.
Then add water and allow it to boil for 15 minutes till oil oozes out.
Garnish with coriander leaves.
Serve hot with rice/roti
